The City of Vista takes a permissive approach to holiday and seasonal decorations on private residential property. Holiday lights, inflatable decorations, yard displays, and seasonal ornaments are generally allowed without permits. Displays must be maintained in good condition and may not create safety hazards such as obstructing sidewalks, blocking traffic visibility at intersections, or creating electrical hazards. Lighting displays should not cause unreasonable light trespass onto neighboring properties. While there is no strict deadline for removal, residents are expected to take down holiday decorations within a reasonable period after the holiday season. Decorations left up year-round may be addressed under property maintenance standards if they become damaged or create a blighted appearance. Inflatable decorations must be secured to prevent them from blowing into streets or neighboring properties. Electrical connections for outdoor decorations should use outdoor-rated extension cords and GFCI-protected outlets. For properties within HOA communities, the HOA may impose additional restrictions on holiday displays.
Holiday displays that create traffic hazards or safety concerns may result in a code enforcement notice requesting correction. Damaged or dilapidated decorations left up indefinitely may be cited under property maintenance standards. Initial violations receive a courtesy notice.
