Following Reed v. Town of Gilbert (2015), Contra Costa County cannot impose stricter rules on political or election signage than on other non-commercial signs of the same size and type. Under CCC Title 88-6, political signs on private residential property are permitted without a permit if they do not exceed six square feet, are placed with the property owner's consent, do not obstruct visibility at intersections, and are not illuminated. Prior time limits (such as requirements to remove within 10 days of an election) are generally unenforceable for content-neutral sign categories, though signs that become abandoned or deteriorated may still be cited as litter or blight. California Elections Code Section 20008 separately prohibits political signs within 100 feet of a polling place on election day. Placement on public property, utility poles, or Caltrans right-of-way is prohibited.
