Under Loveland Municipal Code Section 18.04.08 (Unified Development Code - Sign Regulations), election signs are classified as temporary signs. Up to 12 election signs are permitted per residential lot, signs may not exceed 3 feet in height or 4 square feet per face, may not be illuminated, and may be displayed for a maximum of 100 consecutive days. Colorado state law (C.R.S. 1-45-117) and CCIOA (C.R.S. 38-33.3-106.5) further regulate political signs and HOA restrictions.
Loveland's sign regulations are codified in Title 18 - Unified Development Code (UDC), Section 18.04.08. Election signs are considered 'temporary signs' under the UDC. Per the City of Loveland Code Enforcement and City Clerk guidance: (1) Up to twelve (12) election signs are permitted per residential lot or premise; (2) signs must be U-Frame or H-Frame style; (3) a sign cannot be taller than three (3) feet or have more than four (4) square feet of area per sign face; (4) signs may not contain internal or external lighting or illumination; (5) election signs may be displayed for a maximum of one hundred (100) consecutive days, and the Code allows two 100-day consecutive periods so long as there is a break in between; (6) signs may not be placed in public rights-of-way or on public property and may not be attached to street lamps, street signs, traffic signs or signals, hydrants, trees, shrubs, fences, or utility poles; (7) banners on stakes, banners attached to fences and homes, or flying banners and feather flags are not allowed; (8) signs may not obstruct views or create traffic hazards. Statewide, C.R.S. 38-33.3-106.5 (CCIOA) bars HOAs from prohibiting political signs on a unit owner's property; HOAs may only prohibit display earlier than 45 days before an election and later than 7 days after, and the maximum size HOAs may impose is the lesser of any applicable local ordinance or 36" x 48". Signs erected in violation of UDC Section 18.04.08 are subject to removal by the City.
