Union City allows political and campaign signs on private property with the owner's consent but prohibits them in parks, public rights-of-way, sidewalks, and on utility poles. Campaign signs must be removed within 14 days after the election.
Political signs are content-neutral noncommercial speech and are allowed on private property only with the property owner's explicit permission, consistent with California Penal Code Sections 556.1 and 593. The city prohibits placing signs in parks, public rights-of-way, on sidewalks, on public infrastructure, and on PG&E utility poles or facilities; signs may not be placed within or visible from a state highway right-of-way or within 660 feet of a classified landscaped highway. Campaign signs must be removed within 14 days following the election. Improperly placed signs may be confiscated by city staff and retrieved by appointment from the Public Works Corporation Yard. Temporary noncommercial signs are also addressed in the zoning sign regulations at UCMC Chapter 18.30.
Signs placed in the public right-of-way or without owner consent may be removed and confiscated by the city, and unauthorized placement on private property can be a misdemeanor under Penal Code Section 556.1.
