Chapter 106 lists nineteen categories of sign that require no permit and face no regulation under the city's sign code, and window signs are one of them under Sec. 106-10(a)(12): any sign placed on a window of a business or residence is exempt outright, with no size cap, no illumination limit, and no review by the planning department. That freedom comes with a construction trade-off spelled out in Sec. 106-18(1). ' A sign taped, painted, or vinyl-applied directly to glass qualifies for the exemption; a rigid, freestanding sign cabinet merely placed behind a window to dodge Chapter 106's size and permit rules does not, because it is not truly a window sign and does not meet the durable-material and permanent-attachment standard applied to every other sign type.

The exemption also does not reach signs that are otherwise prohibited outright under Sec. 106-11, such as electronic message signs outside the locations Sec. 106-14(c) allows; a business cannot dodge the electronic sign restrictions by installing a digital display in a storefront window. Businesses relying on the window-sign exemption for a large share of their storefront glass should also check the durable-materials clause before ordering paper or cardboard signage that is meant to stay up for months, since deteriorated signage can be treated as a maintenance violation under the balance of Sec. 106-18.
