Overland Park, KS Sign Regulations: Window Signs (2026)

Section 18.440.030, "Signs Not Requiring Permits," lists the sign types every zoning district may display without applying for a sign permit, so long as they still meet the Chapter 18.440 rules that otherwise apply, including the general regulations cross-referenced in Section 18.440.050. Subsection F, Window Signs, covers two situations. First, non-illuminated signs of a temporary nature affixed to or painted on the inside surface of a window need no permit at all; the code cross-references Architectural Design Standards ADS 4.16 (Glazing) for any additional design review on the building's glazing.

Second, an illuminated window display, such as neon, a digital display, or a lit sign like a 60-inch television, is capped at 10 square feet, must be installed inside the building within 4 feet of the window, and cannot flash, blink or rotate. The section carries no permit fee or application step for either type, unlike the general sign permit process in Section 18.440.040, which requires a filed application, a non-refundable fee, and Director review for signs that do need a permit. Window signs join flags, incidental signs, machine and equipment signs, construction trailer signs and approved artwork on the Section 18.440.030 exempt list, last amended by Ordinance ZRR-3300 Section 4 in 2020.
