6102(D) governs window signs and coverings citywide. The rule applies to clear windows, windows fully covered by approved gray-scale perforation, and windows fully tinted. Partial tinting or perforation used only to highlight a section of glass still counts toward that 20% cap even if it carries no message. Window signs and tinting cannot be installed in a way that unreasonably blocks the view of public safety personnel looking into the business.

Separately, window treatments such as curtains, drapes, blinds, solar screens and storm shutters do not count toward the 20% sign allowance as long as they carry no graphics, but any window covering must be 65% to 100% gray scale, or match the color of the surrounding wall, applied consistently across a business's frontage; reflective or bronze tinting is banned outright. Entry doors are treated as security clear zones and must stay free of window graphics, though clear security film is allowed; a business may post only its street address and hours there, in solid vinyl letters no taller than two inches with no background color or perforation.
