A "small residential rooftop solar energy system" is capped at 10 kilowatts AC nameplate rating or 30 kilowatts thermal, must be installed on a single- or duplex-family dwelling, must meet applicable state and City fire, structural, electrical and other building codes, and cannot exceed the City's maximum legal building height. "Reasonable restrictions" are capped in cost: for water heater or solar pool heating systems, an added cost over 10% of system cost, but never more than $1,000, or an efficiency loss over 10%; for photovoltaic systems, an added cost over $1,000 or an efficiency loss over 10%. 55 and 66015 and Health and Safety Code Section 17951.
