Division 4 of Article II (Sec. 5 (AB 2188, 2014), for small residential rooftop solar. A qualifying system tops out at 10 kilowatts AC nameplate rating or 30 kilowatts thermal, must meet all applicable fire, structural and electrical codes, sits on a single-family or duplex dwelling, and cannot exceed the building height limits in City Code Sec. 25 or Sec. 50. The chief building official publishes a compliance checklist and standard plans that substantially track the state's California Solar Permitting Guidebook. Applicants submit the permit application, required documents and fees electronically to the building division of the community development department.

Once an application satisfies the checklist it is deemed complete; if not, the chief building official must issue a written response listing every deficiency. A complete application meeting applicable code requirements must be approved, with all permits issued, within three business days. Only one building inspection is required, though a failed inspection triggers a follow-up visit, and inspections may be consolidated between the building official and fire chief. City approval does not authorize grid interconnection, which the homeowner must separately arrange with the utility, and the city cannot condition its permit approval on sign-off from a homeowners association under Civil Code Section 4080.

A permit may be denied only on written findings, backed by substantial evidence, that the installation would cause a specific, adverse impact on public health or safety with no feasible mitigation, and such a denial can be appealed to the city council.
