California Civil Code Section 714 (Solar Rights Act) prohibits HOAs and any entity from effectively restricting or impairing the installation of solar energy systems on residential property. HOA restrictions are void if they would increase the cost of the system by more than $1,000 or decrease efficiency by more than 10%. HOAs may require reasonable aesthetic guidelines such as matching panel frame color to the roof, but cannot require screening that shades panels. AB 2188 streamlines local permitting for residential rooftop solar systems. Anaheim AMC Chapter 15.04 implements the streamlined solar permitting process. Anaheim Public Utilities provides net metering for solar energy customers through the Net Energy Metering (NEM) program. Solar installations require a building permit from the city but the permitting process is streamlined for residential rooftop systems under 10kW.
