California Solar Rights Act (Civil Code §714) limits HOA authority to restrict solar installations. An HOA may impose only reasonable architectural restrictions that do not significantly decrease system efficiency (defined as more than 10% efficiency loss or more than $1,000 added cost).
HOAs in Florin subdivisions cannot prohibit solar outright. They may require submission of plans, ask for matching panel frame color, or specify roof location - but any restriction that significantly reduces system efficiency is void. Civil Code §714.1 allows reasonable architectural restrictions; §4600 / §4700 govern HOA approval timelines (typically 60 days). Solar over Common Area requires separate approval.
An HOA that improperly denies a solar installation may be required to approve and pay attorney fees under §714(f). Homeowners can sue.
