Arlington Heights requires both a building permit and an electrical permit for solar panel installations on residential property. The Illinois Solar Rights Act (765 ILCS 165) protects homeowners' right to install solar energy systems and limits local governments' ability to impose unreasonable restrictions. Roof-mounted solar panels must comply with the Village's building code requirements for structural loading, wind resistance, and fire setback provisions. The International Fire Code requires access pathways on the roof for firefighter operations, typically a 3-foot clear perimeter along ridges and eaves. Panels must not extend beyond the roof edge or above the roof ridge. Electrical interconnection must comply with ComEd requirements and the National Electrical Code. Ground-mounted solar arrays are treated as accessory structures and must meet setback requirements of at least 3 feet from property lines. Ground-mounted systems are limited to the rear yard and may not exceed the maximum accessory structure height. The Village processes solar permits on an expedited basis consistent with state law requirements. Illinois net metering laws allow residential solar customers to receive credit for excess electricity generated. Solar renewable energy certificates (SRECs) and state incentive programs may be available through the Illinois Shines program.
Installing solar panels without permits may result in fines and an order to disconnect the system until permits are obtained and inspections passed. Electrical violations carry fines of $250-$500.
