Full Breakdown
Bellflower Municipal Code § 15.68.030 directs the City's Building and Safety Division to publish a checklist of requirements small residential rooftop solar energy systems must meet to qualify for permit review, and to post all required application documents on the City's website. Electronic submittal of applications and documents is available to every applicant, and an applicant's electronic signature is accepted in lieu of a wet signature, though state-licensed design professional stamps are still required where applicable. This implements Government Code § 65850.5's statewide solar permitting mandate rather than creating separate Bellflower standards; review is limited to whether the application meets the checklist and the California Building Standards Code.
Violations & Fines
An incomplete solar permit application draws a written correction notice listing every deficiency; the City may not deny a standard rooftop solar permit outright, only require a discretionary use permit on a written, evidence-based adverse-impact finding.
