030 requires any owner or authorized agent to obtain a permit from the Building Official before constructing, installing, enlarging, altering, repairing, improving, moving or removing a small residential rooftop solar system. 040 spells out what the application must show at minimum: verification, through standard engineering evaluation techniques, that the support structure is stable enough to transfer all wind, seismic, dead and live loads to the building foundation, and verification, through standard electrical inspection techniques, that the existing wiring, grounding, bonding, and main panel or subpanel are sized to carry the new photovoltaic load.

Applicants can submit in person, by mail, or electronically through email, the internet, or facsimile, and an electronic signature is accepted in place of a wet signature. 050 requires the application to come with a nonrefundable processing fee in an amount the City Council sets by resolution; the fee is due regardless of whether the permit is ultimately issued. 080 adds a hard limit on eligibility: no small residential rooftop solar system may be approved or installed on a structure that is itself unpermitted, as determined by the Building Official, regardless of how complete the solar application otherwise is.
