5 and Civil Code Section 714. 040, before submitting an application the installer must verify the system will not have a "specific, adverse impact" to public health and safety, covering electrical system capacity and loads, wiring, bonding and overcurrent protection, and building infrastructure affected by the equipment and conduits. A permit application that satisfies the City's adopted checklist requirements is deemed complete and promptly processed; if incomplete, the Building Official issues a written correction notice detailing every deficiency and any additional information needed for expedited issuance.

Applications and supporting documents may be emailed to the Building Official, but are only considered received once the Building Official personally confirms receipt by email, and electronic signatures are accepted in lieu of a wet signature. 030 requires the checklist itself to ensure water heating systems in single-family residences are certified by an accredited listing agency, that electricity-producing systems meet California Electrical Code and IEEE/UL standards, and that Building Official approval cannot be conditioned on a homeowners association's separate approval under Civil Code Section 4080.
