Eastvale, CA Solar Energy: Panel Permits (2026)

Eastvale Municipal Code § 110.44.050 requires the building department to make every document needed for an expedited solar application "available on the city's publicly accessible website" and to accept electronic submittal by email, the city's website, or facsimile, with an applicant's electronic signature accepted in place of a wet signature on all forms. The department must adopt "a standard plan and checklist of all requirements" a system must satisfy to qualify for expedited review, and that process must "substantially conform to the recommendations for expedited permitting" in the state's California Solar Permitting Guidebook published by the Governor's Office of Planning and Research.

Separately, § 110.44.040 sets the technical standards every solar energy system must meet before a permit can be issued: general compliance with applicable city and state health and safety standards, certification by an accredited listing agency under the California Plumbing and Mechanical Code for solar water-heating systems, and compliance with the California Electrical Code, IEEE standards, and accredited testing laboratories such as Underwriters Laboratories for systems that produce electricity, along with applicable Public Utilities Commission safety and reliability rules. Fees charged for the permit itself must comply with Government Code §§ 65850.55 and 66015 and Health and Safety Code § 17951, which cap what a city may charge beyond the reasonable cost of processing the application. A small residential system already lawfully permitted before the chapter's effective date does not need a new permit unless it is physically modified in a way that changes its size, type, or components.
