Jacksonville, FL Solar Energy: Panel Permits (2026)

Under Ordinance Code § 341.205, any device, tank, heater, collector or piping installed to heat or cool a building's air or domestic water supply using solar energy, and connected to the potable water system, must comply with the full Plumbing Code -- including obtaining a plumbing permit before installation. The City's building permit fee schedule separately lists a mechanical-permit fee category for a "solar collector system," so a rooftop solar thermal or PV-adjacent mechanical tie-in can trigger both plumbing and mechanical permitting depending on how the equipment connects. Permits are issued through the Building Inspection Division under the general permitting procedures of Chapter 320.
