California Government Code Β§65850.5 (Solar Rights Act) and AB 2188 require every city to adopt an expedited, streamlined permit process for residential rooftop solar systems of 10 kW or less. Lodi Building Division accepts the state-standardized solar permit application, and qualifying systems receive over-the-counter or same-day approval at the public counter at 310 W. Elm Street. Plan review focuses on structural attachment, fire setbacks per the California Residential Code (typically a 3-foot ridge setback on residential roofs), electrical and PV-system bonding, and the rapid-shutdown requirement. Lodi Electric Utility customers should also coordinate the interconnection agreement separately for grid-tied systems.
