National City, CA Solar Energy: Panel Permits (2026)

Chapter 15.81 sets an expedited permit for small residential rooftop solar energy systems, tied in Section 15.81.010 to the Solar Rights Act and AB 2188. A qualifying system is no larger than ten kilowatts alternating current nameplate rating or thirty kilowatts thermal, is installed on a single or duplex family dwelling, has an array that does not exceed the maximum legal building height, and conforms to state fire, structural, electrical and other building codes. Routine operation and maintenance and like-kind replacements need no permit, and earlier systems need new permitting only if changes materially alter size, type or components (Section 15.81.030).

Before filing, the applicant verifies that the support structure is stable and adequate for wind, seismic, dead and live loads, and, at the applicant's cost, that the existing line, load, ground and bonding wiring and the main panel and subpanel sizes can carry the new photovoltaic loads. The application and documents go to the building division in person or by mail, with the permit processing and inspection fees. The code as printed states that electronic submittal is currently not available in the city of National City. The planning and building department adopts an eligibility checklist, and the documents for expedited applications are posted on the city website.

Review under Section 15.81.060 is administrative and limited to the chief building official's review of local, state and federal health and safety requirements. An incomplete application gets a written correction notice listing every deficiency. A complete one is approved and permitted, but approval does not authorize connection to the local utility's grid, and the applicant obtains that separately. The chief building official can require a minor use permit on substantial evidence of a specific, adverse impact on health and safety, and that decision can be appealed to the planning commission. Only one inspection is required, and it can be consolidated with the fire marshal.

On the zoning side, Section 18.30.300 permits solar collectors outright as an accessory use. Except in the coastal zone, photovoltaic systems on single-family lots can rise up to five feet above the district height limit, and solar water or pool heating up to seven feet. Equipment other than panels in a required side or rear yard stays at least three feet from any property line.
