Renton CED issues permits for solar photovoltaic (PV) and solar thermal installations under the Washington State Building Code (RCW 19.27), the Washington State Electrical Code (WAC 296-46B), and local amendments in RMC Title 4. Most residential rooftop PV systems require a combined building and electrical permit. The city reviews structural adequacy of the roof, fire access setbacks per IFC Appendix R and WAC 51-50, rapid shutdown compliance (2017 NEC 690.12), and proper grounding. Fire code setbacks generally require a 36-inch wide pathway from eave to ridge on at least one side of the roof and around ridges for firefighter access on larger arrays. Systems over 10 kW or with ground-mounted arrays may face additional review. Energy Trust and Puget Sound Energy net metering agreements are handled separately with the utility.
