Washington state law under RCW 64.38.055 protects homeowners in HOA-governed communities from unreasonable restrictions on solar panels. An HOA may adopt reasonable standards covering aesthetic matters such as panel color, mounting orientation, and placement where alternatives exist, but cannot impose restrictions that significantly increase the cost of installation, significantly decrease efficiency, or effectively prohibit solar. A restriction that would reduce panel output by more than 10 percent or increase cost by more than a trivial amount is generally considered unreasonable under state law and similar solar access statutes. Renton does not add local HOA solar rules on top of state law. Homeowners who believe an HOA is improperly blocking solar can pursue private enforcement through the HOA dispute process or in court under RCW 64.38. Solar owners should still seek HOA architectural approval in addition to the city building and electrical permit, and keep documentation of any efficiency or cost analyses used in the decision.
