San Ramon, CA Solar Energy: Panel Permits (2026)

Section C8-5 of the San Ramon Municipal Code lays out what a rooftop solar applicant actually files. The city must post every required document for an expedited solar application on its website, and the building and safety services division must accept electronic submittal of the permit application and its supporting documents by email, facsimile or the internet, not just paper filings at city hall. The division is also required to adopt a standard plan and checklist covering every requirement a small residential rooftop solar energy system must meet to qualify for expedited review; that checklist, not case-by-case staff judgment, is what an application is measured against.

Under subsection D, San Ramon's checklist and standard plans must substantially conform to the recommendations in the most current California Solar Permitting Guidebook published by the Governor's Office of Planning and Research, so the local process tracks the statewide model rather than a locally invented one. Once a complete application matching that checklist is filed, § C8-6 requires the chief building official to run a nondiscretionary review and issue the building permit; an incomplete filing instead draws a written correction notice detailing every missing item.

The chapter covers systems no larger than 10 kilowatts AC or 30 kilowatts thermal on single- or two-family homes, so larger or commercial rooftop arrays fall outside this expedited application track and are reviewed under the standard building permit process instead.
