Permits include a main panel changeout if needed. AB 2188 (Gov. Code 65850.5), the state Solar Rights Act, requires every California city to adopt an ordinance creating an expedited, streamlined permitting process for small residential rooftop solar (10 kW photovoltaic or less, 30 kW thermal or less). The system must comply with California Electrical Code Article 690, California Building Code Section 1505 (roof load and class A fire rating), and Title 24 energy compliance. PG&E interconnection and net energy metering (NEM 3.0 / Net Billing Tariff) apply post-permitting. Battery storage systems fall under California Electrical Code Article 706, California Residential Code Section R328 (energy storage system permitting), and California Fire Code Chapter 12.
