Town of Babylon Code Chapter 168 (Peddling and Soliciting) requires commercial door-to-door solicitors to obtain a peddler's or canvasser's license from the Town Clerk, submit to a background check, and display identification when canvassing. Solicitation is limited to the hours of 9:00 a.m. to 8:00 p.m., or sunset if earlier. It is unlawful under Chapter 168 to ring a doorbell, knock, or otherwise attempt to solicit at any residence that displays a clearly visible No Soliciting or No Trespassing sign. Religious canvassers, political campaign workers, and nonprofit charitable volunteers are generally exempt from the licensing requirement under First Amendment protections and NY case law (see Watchtower Bible and Tract Society v. Village of Stratton), though they remain subject to posted no-knock signage. Suffolk County Consumer Affairs also licenses certain home improvement solicitations separately.
