Eden Prairie, MN Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 5.37, Subdivision 7.B of the Eden Prairie City Code restricts peddlers, solicitors, transient merchants, and non-commercial door-to-door advocates whether or not they hold a permit. Item 2 bars anyone from entering or attempting to enter property posted with a placard excluding peddlers and solicitors; the printed notice must read "Peddlers and Solicitors Prohibited," the placard must be at least three and three-fourths (3¾) inches long and three and three-fourths (3¾) inches wide, and the lettering must be no smaller than 48-point type. No one but the resident may remove, injure, or deface a posted placard.

Item 3 sets a citywide no-knock window: no peddler, solicitor, or transient merchant may enter or attempt to enter another's property before 9:00 a.m. or after 9:00 p.m. local time, year-round, with no seasonal exception. The same subdivision also bars shouting, horn-blowing, or amplified sound audible from the street (item 1), pushing open an unopened door, placing a body part through a doorway without invitation (item 8), and remaining on property after being told to leave (item 10). These restrictions apply City-wide regardless of whether the person is exempt from the underlying permit requirement, so even a non-commercial door-to-door advocate must respect posted placards and the 9 p.m. cutoff.

A violation is a misdemeanor under Subdivision 9, and the Chief of Police may also suspend or revoke any permit held by a violator under Subdivision 8.
