Section 99-8 sets conduct rules that bind every transient merchant operating in Town, whether or not the person is exempt from licensing. Subsection E flatly bars door-to-door solicitation before 10:00 a.m. or after 5:00 p.m., and requires that on every sales pitch, in person, by phone or otherwise, the licensee state their name, their principal's name and their permit number on request; the permit itself is only valid between 10:00 a.m. and 5:00 p.m. That baseline matches the general licensing hours in § 99-7B, which run 10:00 a.m. to 5:00 p.m. with narrower carve-outs for food/ice cream trucks and parade vendors.

Before knocking, § 99-8C requires the seller to identify the visit's commercial purpose clearly and affirmatively before asking the buyer any question or making any other statement, and § 99-8B requires immediate self-identification with a firm ID card or state driver's license. Section 99-8D requires a signed written receipt for any order taken with a down payment, describing the goods and the amounts paid. Fairfield has no separate do-not-knock registry in this chapter; the hours restriction and identification duties in § 99-8 are the Town's mechanism for limiting unwanted door-to-door contact, and § 99-8G separately bans selling spray string, stink bombs or similar articles on any street or sidewalk.
