A violation of either section is enforced by the county sheriff's office or its deputies, based on personal observation or a resident's complaint filed with the sheriff's office, per section 22-168. The county does not maintain a separate opt-out registry; posting a visible sign at the residence itself is what triggers the legal bar under both sections. Section 22-166 requires the sheriff's office to log every complaint against a named solicitor or organization, and three complaints against the same organization can trigger a permit suspension while the organization shows compliance.
