Section 11-5.10 makes it a violation for any commercial or noncommercial solicitor to solicit or even distribute a circular, leaflet, flyer, or pamphlet at any property displaying a sign that says No Solicitors or a similar indication that solicitation is unwanted. This no-knock protection applies broadly: Section 11-5.11(b) repeats the same prohibition as part of the chapter's general time, place, and manner rules, and Section 11-5.05(b) confirms that even solicitors otherwise exempt from the permit requirement, such as charitable or political canvassers, remain bound by the no-soliciting-sign rule.

Beyond signage, Section 11-5.11(a) sets a citywide solicitation curfew: no person may solicit, peddle, or canvass before 9:00 a.m. or after 8:00 p.m., except by prior appointment with the resident. The same section bars a list of aggressive tactics regardless of the hour or signage, including using profane or abusive language or threatening gestures, refusing to leave when asked, blocking or impeding a resident's path, continuing to solicit after being told to stop, touching a person without consent, and knowingly making false statements during the solicitation.

These time, place, and manner rules apply to both commercial and noncommercial solicitation alike, so political canvassers and charity fundraisers are held to the same posted-hours and no-soliciting-sign limits as door-to-door salespeople, even though they do not need a permit under Section 11-5.05.
