Noblesville, IN Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 117.38 of the Noblesville Code of Ordinances lets any occupant of a residence refuse solicitors simply by displaying a "No Solicitation" sign posted on or near the main entrance door, or on or near the property line adjacent to the sidewalk leading to the residence. That posted sign is treated as legal notice that the occupant does not want and has not invited solicitors, and § 117.38(C) puts the burden on the solicitor to check every residence for the notice before approaching. Section 117.39 turns that into an affirmative duty: every person soliciting or advocating must check each residence for a no-soliciting sign, placard, or similar notice, and if one is posted must desist and immediately depart the property; possessing a valid registration certificate does not excuse a solicitor from this duty.

The same section separately makes it a violation to knock, ring the doorbell, or otherwise try to get the attention of an occupant at a residence bearing a no-soliciting sign. The no-soliciting duty applies even to solicitors who are otherwise exempt from the certificate requirement under § 117.23. On top of the sign rule, § 117.40 bars all solicitation, licensed or not, at any residence before 9:00 a.m. or after 8:00 p.m. Eastern Standard Time unless the resident has given express prior permission. A solicitor who is asked to leave by an occupant, sign or no sign, must depart immediately and peacefully under § 117.39(D).

Violations of these residential protections that carry no other stated penalty are fined between $10 and $100 under § 117.99(A), with each day of a continuing violation counted as a separate offense.
