Section 117.02 makes it unlawful for any person, firm, or corporation to engage in the business of itinerant merchant or solicitor inside the City of Noblesville without first obtaining a license. The city's door-to-door subchapter builds a separate certificate system on top of that baseline: § 117.24 prohibits any solicitor from being in or upon a private residence for a home solicitation sale unless authorized, permitted, or exempted, and § 117.25 requires everyone who wants to engage in door to door solicitation, unless specifically exempt, to submit a completed application to the Licensing Officer and obtain a certificate before knocking on a single door.

The application under § 117.26 must include the applicant's legal name and any aliases used in the last ten years, proof of photo identification, proof of Secretary of State registration if required, a special events sales tax number, and an original criminal record check combining an Indiana State Police limited criminal history and a Hamilton County Sheriff's Department local records check no older than 120 days. Section 117.27 sets the certificate fee on a sliding scale: $20 for three days, $50 for ten days, and $200 for 120 days, with a $10 replacement fee for a lost or stolen identification badge.

Persons who are specifically invited to a residence, delivering a prior order, advocating religious or political positions without commercial intent, or representing an exempt charitable organization do not need a certificate under § 117.23, though they still must obey the conduct rules in §§ 117.37 through 117.41. Selling uncanned foodstuffs also triggers the physical-exam certificate requirement in § 117.05 on top of the standard license.
