Sec. 22-360, titled "Prohibition on residential soliciting during certain hours," bars any person, including those listed in Sec. 22-334, from soliciting, peddling or vending on an itinerant basis at a residence in person outside the window of 9:00 a.m. to 6:00 p.m. The rule sits in Chapter 22's Article VI on peddlers, solicitors and vendors, immediately after the mobile vendor licensing sections, so it layers a residential curfew on top of whatever MVL a door-to-door seller already needs under Sec. 22-341. A companion provision that once barred soliciting within the public roadways, former Sec.

22-361, was repealed by Ord. No. 2021-76 in 2021 and is now marked reserved, leaving the 9:00 a.m. to 6:00 p.m. residential window as the operative time restriction on this kind of activity. The division's general enforcement clause, Sec. 22-345, puts both the police department and the building department on notice to enforce every section of the division, including the residential-hours rule, and Sec. 22-343 routes any violation of the division to the citywide general penalty in Sec. 1-9. A vendor who also holds an MVL risks more than a fine: knocking on doors outside the permitted hours is a violation of the mobile vendor division and can support suspension or revocation of the license itself under Sec. 22-355, following notice and an informal hearing, with an appeal available to the city council within ten days of the decision.
