Palatine, IL Soliciting & Door-to-Door: No-Knock Registry (2026)

Village Code § 20-698 sets Palatine's no-knock system: an occupant of a residence or business can post one of four three-inch by four-inch cards near the main entrance to declare their soliciting preference, reading 'ONLY SOLICITORS REGISTERED IN PALATINE INVITED,' 'NO SOLICITORS INVITED,' 'ONLY CHARITABLE SOLICITORS INVITED,' or, for businesses only, 'SOLICITATION BY PRIOR APPOINTMENT ONLY.' The village supplies the cards, and once one is displayed it is sufficient legal notice of the occupant's decision under § 20-698(b)(3). Section 20-700 makes it unlawful, and a declared nuisance, for anyone to ring a doorbell, knock, or otherwise try to attract an occupant's attention to solicit in defiance of a posted card, to solicit at all without an approved certificate of registration, to solicit without displaying the required name tag or badge, or to solicit a business posting a prior-appointment-only notice outside that arrangement.

Section 20-701 layers a separate citywide time limit on top of the posted-card system: it is unlawful and a nuisance for anyone, registered or not, to knock or ring a doorbell to solicit before 9:00 a.m. or after 7:00 p.m. on a weekday or Saturday, after 6:00 p.m. on Saturday, or at any time on a Sunday or a state or national holiday. Peddlers under the Peddler I and Peddler II definitions face an even tighter cutoff: no soliciting after 6:00 p.m. on any weekday.

Enforcement runs through the police department under § 20-703, which can confiscate a solicitor's name tag or badge, revoke the individual's permit to solicit for up to one year, or refer the case for prosecution, with an appeal available to the village manager within seven working days.
