Pismo Beach, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 5.28.060 of the Pismo Beach Municipal Code holds two separate restrictions. Subsection A lists three prohibited ways to solicit or peddle in the city: without a required business license or exemption certificate, on any street, sidewalk or parkway within the Pier Zone as defined in Section 12.20.185, and during the overnight window from 6:00 p.m. one day to 8:00 a.m. the following day. The time limit is printed as a ban on the activity itself, not as a condition on a license.

Subsection B is the city's no-solicitation sign rule. It is unlawful for a person conducting the business of itinerant vendor, solicitor or peddler, whether licensed or unlicensed, to enter upon property where the owner, occupant, or person legally in charge of the premises has posted a sign at the entry to the premises or at the entry to the principal building. The sign must be nonilluminated, flat and not more than one square foot, and it must bear the words "No Solicitors" or words of similar import. Chapter 5.28 prints no registry or opt-in list for residents. The posted sign is the mechanism the code provides.

The sign also carries licensing consequences. Section 5.28.070 A.6 makes conducting the business of soliciting or peddling on premises posted under Section 5.28.060(B) a ground for the city manager or a designee to revoke a solicitor's business license or exemption certificate. Revocation takes effect three days after notice is mailed or on personal delivery, and a person can seek review under Section 1.08.010, during which the license is suspended and the solicitor or peddler cannot conduct business in the city. The definitions in Section 5.28.020 matter for the sign rule: a solicitor is someone who goes onto property without having been requested or invited by the occupant, so an invited visit falls outside that definition.
