360(A), as off-limits unless the peddler is registered. 363. To register, an applicant files a duplicate written application with the License and Assessments Clerk, presents a valid driver's license or state ID, and discloses full name, address, and Social Security number; whether the business uses a motor vehicle and its make, model, year, and plate; the employer's name, address, and phone; a description of the goods or services offered; and any non-traffic criminal convictions. The applicant pays a $35 fee at filing. The Clerk must approve or deny within five business days unless the application contains false information or the applicant has a felony or qualifying misdemeanor conviction within the preceding five years.

363(G) permanently bars anyone convicted in the last five years of theft, fraud, burglary, violent offenses, or sex offenses from peddling in the city at all. Registration must be carried on the peddler's person at all times, cannot be transferred, and is void for goods or services not disclosed on the original application. Anyone under eighteen needs a parent, guardian, or employer to co-sign the application. A registration can be revoked for false statements or a disqualifying conviction, with the holder notified in writing and a right to appeal to the Mayor within ten days, and ultimately to the Summit County Court of Common Pleas.
