Baldwin Park treats door-to-door selling as a licensed business activity, not a free-standing peddler permit scheme. 51's "Solicitors" schedule covers every person, with or without a fixed place of business, who travels house to house making demonstrations, taking orders, canvassing for sales, or selling goods, merchandise, subscriptions, or anything of value; the tax is $100 per year or $15 per day.
