Chapter 5.32 defines 'commercial solicitation' as selling, peddling, hawking, canvassing or taking orders for goods, wares, newspapers, merchandise or services door-to-door, or distributing advertising samples while making contact with the recipient; it excludes telephone and mail solicitation and wholesale sales to dealers by traveling salesmen (Section 5.32.010). Section 5.32.020 bars anyone from engaging directly or indirectly in commercial solicitation in Camarillo without a valid permit. The application goes to the city's director at least ten working days before the intended start date and must include the solicitor's name, address, date of birth, physical description, a passport-style photo taken within the last year, the planned solicitation method and schedule, and, for door-to-door solicitation, a statement that the applicant has not been convicted of specified violent or property crimes listed in Section 5.32.100 (Section 5.32.030).

The director runs a state and local background check and must issue or deny the permit within ten working days, with any denial explained in writing (Section 5.32.040). Permits renew alongside the solicitor's business tax certificate (Section 5.32.050) and cannot be transferred to another person (Section 5.32.070). Solicitation is restricted to the hours of 8:00 a.m. to 9:00 p.m., is barred at any address or business posting a 'no solicitors' sign, and solicitors under sixteen must be supervised by an adult (Section 5.32.080). Every solicitor must carry the permit and produce it on request.

Real estate agents and brokers who already hold a business tax certificate under Section 5.04.400 are exempt from the separate solicitation business tax but must still obtain the Chapter 5.32 permit (Section 5.04.300(B)).
