Section 46-37 requires a permit before any person engages in door-to-door solicitation or canvassing on residentially zoned property. The application, filed with the planning and development services department, must be sworn in affidavit form and disclose the applicant's name and address, the organization's principal officers, the purpose of the solicitation, the names and criminal histories of everyone who will canvass, the planned dates and methods, and, for charitable claims, the IRS determination letter. 00 for canvassing. No permit may issue to anyone convicted of or pleading no contest to a felony within the preceding 15 years, or a sex, violence, burglary or moral-turpitude misdemeanor within the preceding 15 years, and no one under 14 may solicit or canvass, or be approached by a solicitor.

, and on Sundays altogether; canvassers may not use sound amplification, look through windows, enter a backyard or approach rear or side doors without permission, or continue once asked to leave. A resident may post a 'No Solicitation,' 'No Trespassing' or 'Keep Out' sign of up to two square feet within ten feet of the front door to bar visits outright. The city manager issues the permit within five business days, complete with the holder's photograph, and it expires after 90 days; a denial or revocation may be appealed to the city manager within 20 days. Tax-exempt nonprofits, religious groups, schools, political campaigns, noncommercial-idea canvassers, newspaper subscription sellers and regular delivery routes are exempt from the permit requirement.
