Glendale created its commercial solicitation license under Ordinance 5856 in 2015 to curb fraud and protect residents' privacy, and the community development department administers it. 040 requires an application filed under penalty of perjury at least 10 calendar days before the requested solicitation dates, listing the applicant's name, birth date, description and photograph, every affiliated person who will work with the applicant, permanent and local addresses, the employer's name, a description of the goods or services, the applicant's business history for the preceding five years, any state sales tax certificate, prior Glendale license history, and a full disclosure of criminal convictions.

Applicants must also state they are not currently under investigation for solicitation-related crimes and pay the license fee set by city council resolution. The director of community development issues the license only if the applicant has not been convicted of a felony within the past seven years, has no misdemeanor conviction for a sex offense or violent act within seven years, is not required to register as a sex offender under Penal Code Section 290, and has no fraud judgment entered against them in the preceding seven years.

050, a license runs for up to 90 days and may be renewed only if the director finds the solicitor substantially complied with the chapter; a solicitor found out of compliance is barred from reapplying for one year. 050(C) for false statements on the application, failure to follow license conditions, or a conviction for violating any law while operating under the license. 120 exempts solicitation by an organization to its own members, solicitation on premises the solicitor owns or controls, and appeals for a named individual where the entire amount collected goes to that person.
