Full Breakdown
Hayward Municipal Code requires any person who goes door to door offering goods or services for sale, including home improvement canvassing, magazine subscriptions, security system sales, and solar pitches, to obtain a solicitor or peddler permit from the City. Applicants must submit identification, a business license, employer information, and a Live Scan fingerprint or background disclosure so the City can screen for disqualifying convictions such as fraud and violent offenses. Approved solicitors receive a photo ID badge that must be worn visibly at all times while soliciting. Solicitation is limited to daylight hours, generally 9 a.m. to sunset or 8 p.m., whichever is earlier, and may not occur on Sundays or legal holidays. Solicitors must immediately leave any property posted with a No Solicitors sign. Nonprofit, religious, and political canvassing is generally exempt but still subject to the No Solicitors sign rule.
