Chapter 94, Article III governs transient vendors, defined in Sec. 94-36 as anyone conducting business "for a period of less than six months in each year," which covers most door-to-door peddling. Sec. " Sec. 94-79 requires the application go to the municipal tax collector with the applicant's name and permanent address, a description of the business and how long it will run, a registered agent's name and address, and proof of any required zoning certification. Sec. 00 or five percent of the wholesale value of the goods offered, payable to the state and conditioned on payment of taxes, fines and any judgments from purchasers within a year of sale.

Separately, Article II bars any itinerant peddler from working within 200 feet of the Mississippi Memorial Stadium, the state fairgrounds, the Jackson Zoo, or any college campus (Sec. 94-39), and Sec. 94-78 exempts civic and nonprofit groups, church bazaars, hand-made crafts sales, and residential garage sales from the licensing article entirely.
