Ord. 534 regulates peddlers and solicitors engaged in commercial sales, including magazine crews, solar door-knockers, and alarm-system salespeople. Applicants submit a fingerprint-based background check through the Sheriff, provide ID, list any prior felony or theft-related convictions, and pay an application fee. Permits are denied for applicants with recent felony convictions or fraud-related offenses. Approved solicitors must wear or display a county-issued ID while soliciting and cease soliciting by 7 p.m. or sunset, whichever is earlier (often 9 a.m. to 6 p.m. in winter). Religious, political, and charitable canvassing is not required to obtain a commercial permit under First Amendment protections but remains subject to No Solicitation sign compliance and time-of-day rules.
