Cities may, however, regulate commercial solicitation through business licensing, time/manner rules (typically no solicitation after sunset or 8 p.m.), and registration/badge requirements. Persistent solicitation after a property owner says ´no´ violates Cal. Penal Code §602 (trespass) once posted; aggressive solicitation can implicate §647 disorderly conduct. Solicitation without a city business license is an infraction. Refusal to leave a posted property after demand is a trespass under PC §602(o) — misdemeanor punishable by up to 6 months county jail and/or $1,000 fine.
