Kirkwood, MO Soliciting & Door-to-Door: Solicitor Permits (2026)

Division 6 of Chapter 13 regulates itinerant merchants, peddlers and solicitors, defined broadly in § 13-278 to include anyone traveling house to house or place to place, on foot or by vehicle, taking orders or making immediate sales of goods or merchandise. Section 13-277 makes it unlawful to engage in that business in Kirkwood without first obtaining a license. To apply, § 13-279 requires a sworn written application to the Director of Finance disclosing the applicant's name and address, tax ID number, the goods to be sold, how long the applicant plans to operate in the City, and any felony convictions.

Under § 13-280, the Chief Administrative Officer investigates the applicant, including contacting the Better Business Bureau and the Missouri Attorney General's office for complaints, before the Director of Finance issues the license. The license fee is set under § 13-34's fee schedule, currently $50 per individual per year through December 31. , Monday through Saturday, meaning no door-to-door solicitation on Sundays or outside those hours. Licensees must carry and exhibit their license on request from police or the resident being solicited (§ 13-283), and must leave any property immediately if the person solicited asks them to go (§ 13-284). Recognized charitable, religious, educational, political and nonprofit organizations are exempt from the whole division under § 13-278(b).
