Chapter 5, Article 1 defines a 'Canvasser or Solicitor' at § 5-101(c) as anyone traveling house to house or street to street taking orders for goods or services, and a 'Peddler' at § 5-101(d) as anyone carrying goods for immediate sale in the same way. Section 5-102(a) makes it unlawful to engage in soliciting, canvassing or peddling within the city without an 'un-revoked and unexpired license' issued by the City Clerk, though § 5-102(b) lets the Governing Body waive the requirement for anyone exempt from the fee under § 5-107(c), such as farm produce sellers or fair vendors sponsored by the City.

The sworn application under § 5-103 asks for identification, a driver's license number, vehicle information, a description of the goods sold, a recent photograph or fingerprints taken by the Chief of Police, and any criminal convictions in the past two years. If the applicant lives in Miami County, the City Clerk issues the license on the spot under § 5-104(a); non-county residents go through a Chief of Police investigation under §§ 5-104(b) through 5-106, which costs a $25 investigation fee and can take up to five days.

Section 5-107(a) sets the license fee at $10 per day of selling, capped at $100 over six months, or $250 for an annual license, and § 5-107(b) restricts solicitation to the hours of 8 a.m. to 8 p.m. Section 5-112 bars any solicitor from claiming an exclusive street location, and § 5-113 bans using a sound-amplifying device to attract customers without written City Clerk authorization.
