The Connecticut Home Solicitation Sales Act applies uniformly statewide to consumer sales solicited at the buyer's home for $25 or more. Section 42-135a requires sellers to provide a written contract that conspicuously discloses the buyer's right to cancel within three business days, and to deliver a separate notice of cancellation form. The contract must be in the same language as principally used in the oral sales presentation. Sellers cannot include waivers, must refund payments within ten days of cancellation, and cannot misrepresent the right to cancel. The Department of Consumer Protection enforces the act. Door-to-door sellers also typically need state registration as itinerant vendors and may need municipal permits.
Violations are unfair trade practices under CUTPA (CGS 42-110b), allowing private actions for actual damages, punitive damages, and attorneys' fees plus state penalties.
