Sec. 14-213(b), in Chapter 14's itinerant vendors article, bars any peddler, except one exempt under the state general statutes, from selling or offering to sell goods, wares or merchandise in the city without a license issued by the department of licenses, permits and inspections. The section carves out one specific exemption: no peddler's license is required for sales by farmers and gardeners of the produce of their own farms and gardens on their own premises or at public farmers' markets the common council designates. 14-212 defines a peddler as any person, principal or agent, who goes from town to town or place to place within the same town selling, bartering or carrying goods for sale, on foot or from an animal or vehicle.
