Section 77-16 requires any solicitor over 16, defined in § 77-15 as anyone going place to place, house to house, or unit to unit in a multidwelling building, or standing in a street or public place taking orders for goods, wares or merchandise, to get a license from the Police Chief or designee before working in Norwalk. Section 77-17 exempts farmers and gardeners selling their own produce, sales or deliveries of food and beverages, newspaper sales, sales to retail or wholesale stores or professional and industrial establishments, and authorized participants in a permitted special event.

Applying under § 77-18 requires identifying information, a physical description, date of birth, Social Security number, State of Connecticut tax number, vehicle details if used, and disclosure of any prior felony or misdemeanor convictions or license revocations. Section 77-19 requires a $1,000,000 certificate of insurance naming the City as additional insured, an indemnification agreement, and proof of any required state licensing.
