O'Fallon, MO Soliciting & Door-to-Door: Solicitor Permits (2026)

080 splits door-to-door activity into three categories: a peddler sells goods or services, a solicitor collects donations or distributes commercial handbills, and a canvasser pushes a political, religious or issue-based message without selling anything. Only peddlers and solicitors must carry the identification card; canvassers can get one voluntarily to reassure residents. Applicants apply at the Finance Officer's office and must supply a photograph, driver's license or passport, permanent and local addresses, a description of the planned activity, vehicle information, and a criminal history records report from the Missouri Highway Patrol covering the prior seven years (out-of-state applicants must also cover every state where they lived during that period).

A peddler must also submit the name of the business represented and a copy of that business's Missouri sales tax license. The City must issue or deny the card within sixteen business hours of a complete application; a felony conviction, a moral-turpitude misdemeanor within seven years, or a false statement is grounds for denial. Cards must be worn visibly on outer clothing and are valid for the requested period up to a maximum of two months. O'Fallon merchants who hold a current City business license and pay City taxes can get up to twenty combined solicitation days per calendar year without paying the per-day fee, though the waiver does not extend to businesses licensed under the pawnbroker, massage, mechanical amusement, itinerant vendor or live entertainment chapters.
