Parker, TX Soliciting & Door-to-Door: Solicitor Permits (2026)

Parker's peddler and solicitor ordinance, chapter 110, defines a PEDDLER as anyone who goes uninvited onto private residential property to sell goods, wares, or merchandise, and a SOLICITOR as anyone who does the same to take orders for future delivery or to request contributions for political, charitable, religious, or other noncommercial purposes (§ 110.01). Section 110.02(A) makes it unlawful for a person 18 or older to peddle or solicit in the city without a permit, though six categories are exempt, including solicitation on premises the soliciting organization already owns or occupies, collections at a charitable organization's own meetings, solicitation for a named individual's relief where the entire amount goes to that beneficiary, volunteer fire department solicitation, and solicitation by the Parker Women's Club.

An applicant must file a written application under § 110.04 disclosing identifying information, any agents' or employees' identification, a description of the goods or activity, the applicant's state sales tax permit number, vehicle information if used, whether payment is collected before delivery, and any felony convictions of the solicitors or their agents. The permit fee is $75 under § 110.05, reduced to $25 for charitable purposes, with an added fee for each agent or employee working under the same permit. The City Administrator may deny a permit under § 110.07 for safety concerns, falsified information, lack of agency authority, or a denial within the past year, and any permit issued expires six months after issuance under § 110.08. A denied, suspended, or revoked applicant can appeal to the Mayor within 15 days under § 110.15.
