St. Peters, MO Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 605.150 sets the policy behind St. Peters' peddler/solicitor rules: letting residents keep their privacy and freedom from harassment while regulating door-to-door sales. Section 605.155 requires every individual peddling or soliciting to owners and occupants of City residences to make written application to the City Clerk for a license before starting, to carry that license and produce it on demand to any Police Officer, City official, or property owner or occupant, and to carry a City-issued photo identification card naming the individual and the organization represented.

Before requesting any information from a resident, Section 605.155(A)(4) requires the solicitor to present that identification card first. Section 605.165 spells out the application: name, permanent address, the organization represented, the merchandise or service offered, the vehicle description and license plate, past addresses for three years, other Missouri communities worked in the past two years, any felony convictions, and a criminal history record check no more than six months old. The Chief of Police reviews each application for good moral character before the City Clerk issues the license.

Section 605.160 limits each license to a term of four consecutive days, with the fee for that term set on the schedule kept at Section 605.013; a second license sought in the same calendar year is billed as an additional four-day period. Section 605.153 exempts charitable and canvassing itinerant vendors, government employees on official business, mail or telephone solicitation, and news-gathering activity from the licensing requirement, though the resident-notice and police-enforcement rules of the Article still apply to them.
