Tangipahoa Parish, LA Soliciting & Door-to-Door: Solicitor Permits (2026)

Article VI of Chapter 26 governs door-to-door selling in unincorporated Tangipahoa Parish. Sec. 26-141 requires all peddlers, hawkers, itinerant merchants and transient vendors of merchandise, as defined by state statute, to obtain a license from the parish permit office, with the cost set from time to time by resolution of the parish council. Seafood peddlers need their own license under the same terms per Sec. 26-166, and Sec. 26-186 separately requires every solicitor, peddler, hawker, itinerant merchant and transient vendor to register for sales tax collection and to collect and remit both state and local sales tax.

Division 4 backs the licensing scheme with a criminal nuisance provision: Sec. 26-211(a) declares it a criminal nuisance, and prohibits, going onto the property of a private residence or business in the rural and unincorporated areas of the parish to solicit money or orders for goods, wares or merchandise, or to peddle or hawk merchandise, without first having obtained a lawful permit from the parish council-president government or its designee and without having been requested or invited by the owner or occupant. Sec. 26-212 separately makes it unlawful to buy or sell goods, wares, merchandise, fruit or vegetables on parish streets, sidewalks or other public property, though it carves out an exception for farmers or their employees selling produce they raised, unless otherwise restricted elsewhere in the Code.
