Terrebonne Parish, LA Soliciting & Door-to-Door: Solicitor Permits (2026)

The registration statement required under § 16-71 must be filed with the parish government office designated by the parish president and must disclose the applicant's name and address, whether the applicant is an individual, partnership, corporation or association, the names of everyone who will solicit in the parish, the solicitation period's start and end dates, the method of solicitation, and a description of the goods, donations or services involved. The statement must be signed and sworn as true. Under § 16-73 the department of finance has ten business days to issue a certificate of registration or notify the applicant of what is missing.

Every solicitor must display the identification card described in § 16-75, printed with a warning that the card is not a parish endorsement, and the certificate expires at the end of the stated solicitation period or twelve months, whichever comes first, per § 16-76. Registering does not authorize soliciting from vehicle occupants on parish roadways or highway shoulders, which § 16-53(g)-(h) separately forbids. Section 16-77 exempts solicitations among an organization's own members, invited visits on premises the solicitor controls, and school- or scouting-related sales such as Girl Scout or Boy Scout fundraisers.

Section 16-54 bars using anyone under fourteen to solicit and requires adult supervision for solicitors aged fourteen to sixteen. A denied or revoked certificate can be appealed in writing within ten business days under § 16-79, with a hearing set within fifteen business days and a decision issued within three business days of that hearing.
